TMDL Action Plans

The City’s MS4 permit directs that TMDL Action Plans be developed to guide pollutant run-off mreduction for the designated pollutants of nitrogen, phosphorus, sediment, and bacteria.  The City has developed an Action Plan for nitrogen (N), phosphorus (P), and sediment (s) collectively referred to as the Chesapeake Bay TMDL Action Plan, Phase 2.

Bacteria is a measure of the presence of E. coli as an indicator of overall bacteria presence potentially in the waters.  The presence of bacteria has been verified through water monitoring resulting in development of a state-level Rappahannock River TMDL Action Plan.  The City is required to develop a Bacteria TMDL Action Plan, a DRAFT Bacteria TMDL Action Plan has been developed to achieve reductions of bacteria in stormwater runoff.

THE BACTERIA TMDL ACTION PLAN IS CURRENTLY POSTED IN DRAFT FORMAT as directed by the MS4 regulation that- prior to submittal of the Action Plan the [City] shall provide an opportunity for public comment for no less than 15-days.  The public comment period will close on April 24 in time to allow for incorporation of any additional comments.  The Action Plan is scheduled to be posted to this webpage and submitted to the Commonwealths’ Department of Environmental Quality by April 30, 2020.
