Analysis of Impediments to Fair Housing Choice (PDF)
In 2019, the City of Fredericksburg developed an Analysis of Impediments to Fair Housing Choice (AI). This study examines housing issues in the City, provides information on the Fair Housing Act and the State of Virginia fair housing law, and presents the methodology used in the research.
Annual Action Plan
The Annual Action Plan is developed with active citizen participation and serves as the City’s annual application for federal funds under the Community Development Block Grant (CDBG) program. This document identifies how the City intends to address housing and homeless needs during the program year and is submitted to the U.S. Department of Housing and Urban Development (HUD), which is the funding agency. This Plan also provides a basis for assessing the City’s community development effort.
Citizen Participation Plan (CPP)
The City of Fredericksburg encourages the public to participate in the development of Community Development Block Grant (CDBG) plans and programs, as well as to comment on the City’s past performance in its use of CDBG funds. The citizen participation plan contains policies to achieve this end and conforms to the Code of Federal Regulations, Title 24, Part 91.105, Citizen Participation Plan - Local Governments.

Community Development Block Grant Consolidated Annual Performance and Evaluation Report
The Consolidated Annual Performance and Evaluation Report (CAPER) evaluates Fredericksburg’s progress in carrying out the Annual Action Plan for Community Development Programs. This annual report also assesses the City’s success in addressing the five-year priorities and objectives contained in the overall Consolidated Plan. The report is organized to be consistent with its related Action Plan, so interested citizens can easily compare these documents and readily assess the City’s performance in meeting its stated community development goals.
Comprehensive Parking Study (PDF)
DESMAN Associates was retained by the City of Fredericksburg to assess the existing demand for both on and off-street parking as well as to assess the future demand for parking within the study area. The goal of this study was to provide the City with a comprehensive parking study and ample information to support decisions regarding parking management and the development of future public parking facilities.

Fredericksburg Pathways (PDF)
Bicycling and walking are fundamental means of travel and an efficient transportation network will provide for them. Integrated bicycle and pedestrian accommodations ensure safe and convenient access to the community, connectivity with the overall transportation network, and independent mobility regardless of age, physical constraints, or income. This pathways plan includes a city-wide pathways network as well as information on how to enhance pedestrian safety in neighborhoods.
Fredericksburg Watershed Property Management Plan (PDF)
The City of Fredericksburg owns forested riparian lands along 32 miles of the Rappahannock and Rapidan Rivers and more than 30 additional miles of property along many of their tributary streams. In 2006, the City placed 4,232 acres of this ecologically significant land into a Conservation Easement. This watershed plan establishes policies and goals for managing this watershed property.

The City preserves and enhances its historic resources to encourage economic activity, neighborhood stability, and cultural growth. This handbook contains comprehensive guidance for preserving existing buildings as well as for constructing new ones.

The City recognizes, protects, and interprets its architectural, historical, and archaeological resources that are part of the community’s heritage. The Fredericksburg Preservation Plan outlines goals and initiatives to help fulfill this mission.
Regional Hazard Mitigation Plan Update (2012) (PDF)
The region represented by the George Washington Regional Commission (GWRC) is vulnerable to a number of natural hazards including the effects of flood and wind damage caused by hurricanes, northeasters, winter storms, and tornadoes. The GWRC developed a Regional Hazard Mitigation Plan to assess the natural hazards that communities face, identify the assets vulnerable to those hazards, and provide strategies to mitigate hazards.
