[ARCHIVED] Upper Caroline Street Sanitary Sewer Replacement Project

July 2020 Update:  Caroline Sewer project will continue into August. The new sewer line has been installed and individual lateral connections are being transferred to the new line. Caroline Street remains closed to thru traffic between Progress Street and Freedom Lane. Westbound traffic will be detoured at Progress St to Princess Anne St. Eastbound Traffic on Riverside Drive cannot go under the Falmouth Bridge to Caroline St and will be detoured at Woodford Street.

April 10, 2020 Update:  Work continues on the replacement of the sanitary sewer interceptor system in the upper Caroline Street corridor. Construction has progressed further down Caroline Street which has opened up the section of the Heritage Trail that had been previously closed to pedestrians.  Caroline Street has re-opened at Herndon Street to the new detour now at Progress Street.

In December 2019, Caroline Street closed between Herndon and Germania Streets on a 24/7 basis to facilitate the start of the project. Crews with W.C. Spratt began their work near the intersection of Ford Street.

Local traffic will be permitted to reach destinations within the road closure. The townhouses and apartments will be accessible from the Germania Street side of the work zone, but no thru traffic towards Ford Street will be permitted. Please adhere to the posted no parking signage and exercise caution within work zones. Drivers are encouraged to subscribe to, list name: “General Community Information -> Traffic Alerts” for updates on street closures.

The Heritage Trail in this area may experience temporary closures or detours in which case notice will be provided. Trail users are encouraged to subscribe to, list name: “Parks and Recreation -> Park and Pool Updates” list to receive updates on the Heritage Trail. Please watch for posted signage and exercise caution near work zones.

This is a major project that involves the replacement of two existing sewer mains that are well past their useful lifespan and are in poor condition. Both of the existing mains will be replaced with a single 21” sanitary sewer main that is upsized to meet future sewer demands. The $1.7M project is part of a PPEA water/sewer infrastructure improvement contract with W.C. Spratt, Inc. and is anticipated to be completed by summer of 2020. For questions about the project please contact the Department of Public Works at 540-372-1023. Please subscribe to City alerts at
